Abstract: The 21st century is the century of ocean development. Shanghai is an important coastal city of tourism and port trade that should play an important role in the development of marine economy. There were both advantages and disadvantages in Shanghai marine economy. This paper took Shanghai as an example to carry on the statistical analysis of the aggregate economic of the major marine industries. The importance of major marine industries in the economic development was described; it also identified problems that existed in the marine economic development; meanwhile, it presented the measures and recommendations to solve these problems which based on the above situations. Therefore, we can affirm Shanghai ocean strategic areas of economic development options．
