摘要: 因林区复杂的地形地貌环境,GIS在林区监测管理系统中的应用给林火定位、地形观察、测距等日常管理带来了极大的方便。视频监控系统是目前国内外监测与防范森林火灾发生的最有效、最经济的方法之一。因此,研究设计了与视频监控技术结合的GIS系统,实现了二维平面地图、三维立体场景和监控画面三者所显示区域的一致和相互间的联动控制功能。系统成功应用在内蒙古白狼林区,给森林防火提供了有效的管理平台。

Abstract: For the complex geomorphic condition of forest districts, the application of Geographic Information System(GIS)in forest monitoring and management system showed great conviniences to daily management such as forest fire positioning, terrain observation, distance measuament and so on. Video monitoring system was one of the most efficient and economical systems used in monitoring and preventing forest fire at home and abroad these days. Thus a GIS integrated with video monitoring system was designed, and the function was developed that 2D map, 3D scene and video monitor screen could display the same target area and could control each other. New system has been successfully applied in BaiLang-Forest of Inner-Mongolia Province. The practice shows that the system is an efficient management platform.
