Abstract: To solve the problems of population expansion， environment deterioration and resource scarcity， one of the most important ways is the development of marine economy. Wenzhou， a big city with massive marine resource， whose developing courses indicated that marine economy was the most significant impetus to Wenzhous economy. Based on the development status of marine economy， some existing problems were analyzed. From view point of system and mechanism innovation， combined with enlightenment of innovation practice in the process of Wenzhous economic development， a series of development strategy were proposed for marine economy.
