Abstract: This paper analyzed the inshore capture fishery TFP and its composition using the 2008—2013 panel data of inshore capture fishery input and output based on DEA\|Malmquist index. The results showed that, during the study period, the average TFP of inshore capture fishery was growing trend, mainly relied on technological progress to promote, and with an average annual growth rate of 23%. Synchronization coefficient of technical efficiency change and TFP was 06, the relative fluctuation of pure technical efficiency change, scale efficiency change and technical efficiency change lead to the technical efficiency decline. The TFP of six provinces and cities, Tianjin, Zhejiang, Liaoning, Hainan, Fujian and Guangxi, showed growing trend. According to the evaluation index above, the decrease of technical efficiency change of coastal provinces inshore capture fishery due to the decrease of average pure technical efficiency change and average scale efficiency change.
