Development potential of forestry carbon sequestration projects in natural forest protection project area: taking Heilongjiang Natural Forest Protection Project area as an example

Abstract:

In the present study, the developing feasibility of different types of forestry carbon sequestration projects were analyzed both theoretically and realistically, and suitable types for the natural forest protection project (NFPP) areas were put forward. According to the domestic carbon sequestration afforestation project methodology, forest management carbon sequestration methodology and the requirements of reducing deforestation carbon sequestration project practiced abroad, the estimation models for the development potential of different types of forestry carbon sequestration projects were deduced and constructed, and the development potential of different types of forestry carbon sequestration projects in the NFPP area was estimated by taking Heilongjiang Natural Forest Protection Project area as an example. It was shown that the suitable types of forestry carbon sequestration projects in the NFPP area were not only limited to the carbon sequestration afforestation projects (CSAP) and plantation forest management projects (PFMP), but also the natural secondary forest management carbon sequestration projects (NSFMCSP) and deforestation carbon sequestration projects (DCSP). The development potential of different types of forestry carbon sequestration projects in the NFPP area was different. By taking Heilongjiang Natural Forest Protection Project area as an example, 295.25×104 hm2 forest land could be developed as NSFMCSP, with the largest development potential, 86.9×104 hm2 forest land could be developed as PFMP, the annual potential of DSCP could reach 316.6×104 m3 since 2014, and 17.7×104 hm2 forest land could be developed as CSAP, with the lowest development potential. Based on the above results, suggestions were proposed as follows. The natural secondary forests with intermediate and high levels of artificial disturbance in the NFPP area should be officially included in the permitted scope of the forest management sequestration increase and emission reduction project. The methodology for DCSP should be developed. The construction of forestry carbon sequestration trading market should be accelerated, and worldwide experiences should be learned.
