Abstract: The reservoir area's economic development level of detention farmers was lower than that of migration farmers The causes of the slow development of detention farmers were analyzed. At the same time，the countermeasures were put forward as follows: in order to promote the economic development level，it was necessary to further solve the economic policy and institutional obstacles，give full play to the local ecological advantage and adjust the industrial structure，develop scale economies. Furthermore，it was beneficial to improve the self-quality of detention farmers by increasing the vocational and technical training；and it could provide guarantee for self-employed detention farmers by means of financial transfer payment.
