Abstract: In order to solve the livelihood issues behind the urbanization of rural land and population, land indicators and population indicators were linked to promote the urbanization system, which took the lead pilot in the developed areas. The system contents were as follows:establishing the system platform for soil ticket, combining the construction land limit for rural population with their flowliving districts without breaking the red line in the context of arable land, assigning the construction land limit to the city which solved the urbanization of rural population, encouraging the city to arrange the labors who brought the construction land limit to the government, encouraging the synchronization between population and land urbanization, solving the financial deficit of the public fund for the rural population. This institutional innovation will promote the overall interests of the relevant subjects．
